We need to force staff to move stock from this location regularly so we do not want them to be able to pick from here to fulfill an order.

Ok then, what you can do is, as soon as the items are received, do a Quantity Type Transfer using the Item Transfer transaction into an 'In Use' or 'In Service' status. This will make the quantities in that bin location unavailable for picking. When the items are transferred from that bin, do a Quantity Type Transfer simultaneously into 'On Hand' so they become available for picking.
No but what is the nature of this bin that stock moves into it but you don't want to pick from it?
