I can give you a referral to speak with. Send me an email thru this forum and I will put you in touch with her. The partner they worked with is Cogsdale Corporation on Prince Edwards Island, CA. They specialize in utility implementations.
Completed one here in Ireland if that's any good. Private utility company billing customers for rentals, usage and other incidentals on a monthly basis, based on recorded usage etc. Fixed term / pay as you go contracts - all that lovely stuff. Can't provide a reference because the company is no longer trading. But feel free to PM me if you think it can help.
