According to the official documentation, if you want to become a Dynamics 365 reseller, you need to complete the following steps.

Step1, Become a partner
Step2, Go to market
Step3, Give powerful demos
Step4, Help your customers get started
Step5, Configure the support experience

Note that the steps in the link above are for Dynamics 365 BC products, if you want to become a reseller for other products there may be some differences.
