Planning Worksheet

We are trying to use the Planning Worksheet for creating Purchase Orders for items such as labels etc, not items that are used in production. We would adjust the quantity's as they are used. I have set the Following replenishment tab up for an item.  We don't use any forecast for these items. When I run the Calculate Regenerative Plan for this item with start and end date as today it brings back two lines, one a quantity of 5000 and one of quantity 1000. (The inventory for the item is at 25000.

Question

1) Why is it showing up if my reorder quantity is lower than the inventory. 

2) Why does it bring back two lines with different quantities.

    Hi Yes I've read through these. My understanding is though that if the inventory isn't below the reorder point it shouldn't come up on the worksheet?
