SDT client install fails "an error occurred loading or initializing an add-in"

We are upgrading a client from GP10 to GP2013. They have multiple client workstations. The support debugging tool has been installed on the server without any issue. When the cnk file is installed on any client I get the error described in this post  

gp2themax.blogspot.ca/.../an-error-occurred-while-initializing-or.html

Nothing seems to fix it and gp has to be uninstalled and reinstalled.

I've also had an issue with another CNK file provided by Microsoft support, so I'm not sure if it's the SDT, GP2013 sp2 itself.

SDT version 12.00.0017

    Yes, it has been resolved, thanks. The files were blocked, but there was no unblock option available. I had to use a workaround to unblock the files, but can't find the reference to that now.

    Hi Erin

    The Support Debugging Tool is only a Dexterity chunk file which extracts to a dictionary file.

    It does not contain or call any dll or addins.

    It would not be responsible for this issue. I think you worked this out as other installs have caused issues.
