Hi, I'm not sure if this will help you, could you try Security Filters?

Using configuration mode apply a flow filter to the “Location Filter” - found in the limit totals by area of the filters. Have it not include the defined location or locations. All flowfields will only sum based on the locations you want.

By using configuration mode you can make this the norm for users. Could be done with a development as well.
