Button is visible to Sys Admin role but, not for CSR manager.

Hi partner,
When we click on "Add to Queue" button, D365 will trigger a plug-in registered on "queueitem" entity, so you could find if there is some permissions about this entity or you could also try with sales or marketing manager role.
