Hi,
Below custom buttons are visible on Classic Web but not visible on UCI
Class Web:
UCI:
In above screen clip(s) we can see that, in Web all buttons are visible but in UCI it just showing single button.
Below OOB button(s) are visible on Classic Web but not visible on UCI

In above screen clip(s) we can see that, in Web "+New" (i.e. Create New) button is visible but in UCI it is not visible.

For the first issue, are there particular enable rules on these buttons that would work in the legacy web client but not in Unified Interface?
I would open a Support Request to help you troubleshoot this issue: admin.powerplatform.microsoft.com/support
For the second issue, have you customized the case command bar?
The fact that the "New" button is missing is very odd and there might be an issue with your customizations.
If you can't fix them with third-party tools such as Ribbon Workbench, I would open a separate Support Request for this.
