Is there a reason that smartlists for financial transactions were much faster in 2013 vs 2018. We have over 2 million transactions in GL20000 and over 10 million in GL30000. Users say they are coming up about 5 times slower when filtered by account and date.

I'd refer to the Dynamics GP performance white paper, mbs.microsoft.com/.../MDGP2010_WhitePaper_Performance, which does have a section on 'SmartList Performance', and would be a good place to start.
Otherwise, I don't know why it would be faster in GP 2013 than GP 2018, though it could be how the processes work, as we added other tables like ADH00100 and ADH00101 that work with SmartList, for example, that maybe is adding time to the SmartList processing, but there wasn't any major changes with SmartList that I'm aware.
If you had a SQL profiler trace or dexsql.log from the old and new environments, that may help show the differences as well.
We do get questions like this frequently, where GP processes are slower on an newer version of GP than how it used to be on the old, but it's tough to compare two different environments, especially when we also have changes in Windows OS and/or SQL Server versions, etc.
