    In addition

Are you able to access CRM application correctly login with this user or any other user?

In addition if you have different s DB server make sure SQL server services is up and running. Also check is there any DNS name changes of DB server.

Ideally to open deployment manager user should have database admin privilege , try to access  database login with the same user.

Finally restart all the CRM services and SQL server services and restart all the server.

    Hi,

In additon to that also make sure Microsoft CRM Asy service is up and running correctly (you can check that under windows services)

You need to check the following steps:-

1- Is this user a deployment administrator?

2- Check if this user has a privilege to access the MSCRM_Config database?

3- Check if this user has a privilege to access the DATA files of MSCRM_Config database

One of this things is a cause of the error.
