Dynamics 365 Project Operations integration with Teams

Can anyone help with this error?

Everyone in my organization is receiving the error below in Teams. I connected our D365 Project Operations Projects to Teams. We received this error several months ago and followed the steps regarding pop up blocker and it worked. A month or so ago we started receiving this error again but now we can fix the issue. I am the D365 Project Operations administrator and Teams Administrator. I am receiving this error too.

We've done everything in this support doc but nothing is working. Microsfoft said we all need a Project 3 license. This shouldn't be the case because we have a Project Operations License. Also, I have a Project 5 license and that didn't fix the issue. We also added a Project 3 license to another user and the issue still exists.
