Dictionary issue when upgrading from GP 2010 to 2013

we upgraded out GP2010 to 2013 and the reports and forms are now pouting to each user locally instead of a network location (\\servername\gp\reportsform) that we used in 2010  is now pointing.

I have tried to modify my local dynamic.set file to point to the network location but when opening up gp I receive error

1. Dictionary "c\program files (x86)\microsoft dynamics\gp2013\reports.dic needs to be upgraded. )

2.dictionary needs to be upgraded. use microsoft dynamics gp utilities to update your modified forms and reports

I tried to use the GP utilities additional task but it's not doing anything
