AX Client on Windows 7 32-bit not creating a .kti file in cache

We have one Windows 7 32-bit system that for some reason is not creating a local .kti file in each users local cache. I've uninstalled and reinstalled the client but it still is exhibiting the same behavior. Our other Windows 7 32-bit machines are acting as they should with creation of the .kti file in cache.  

Current Kernal Version 6.2.3000.548

    I still have not found any information as to why an AX Client would not produce a .kti file for the local cache.
