Your tenant admin has blocked you from signing up for trials. You should create a new account (tenant) and you can do the trial on that. docs.microsoft.com/.../trial-signup

To sign up for a Marketing trial, you'll need to use a work or school email address. If you don't have a work or school email address, or if your school or work account is not managed by Microsoft Azure Active Directory, sign up for a free Office 365 E5 trial www.microsoft.com/.../office-365-e5, then use the email address associated with your Office 365 E5 trial to sign up for the Marketing trial.

I am the admin of the Office 365 tenant. I haven't blocked user to sign-up. How to enable user to signup trials?

    Hi FrankyS,

Maybe you can  go Power platform admin center to check who can create trial environment:

Control environment creation and management - Power Platform | Microsoft Docs

Or you can refer the following link:

Obtain and assign a viral license to enable users to sign up for a free trial of Dynamics 365 Connected Spaces Preview | Microsoft Docs

Hmmm, that is odd. I found this article on how to enable/disable self-service via powershell docs.microsoft.com/.../service-admin-disable-self-service while it is for PowerBI it should be for all self-service trials.

Can you try doing the D365 Sales trial and let me know if that one works? Then I will know if the sign-up is specific to Marketing trial or tenant level. dynamics.microsoft.com/.../
