We have a managed solution that is used for a third party application used with our 2011 CRM instance. We are upgrading to 2016. Does this require obtaining a new managed solution file in the 2016 format or would the upgrade process handle this. There are some configurations in the customizations xml file that need to be tweaked for various environments (testing environment etc) . Since I cannot export the managed solution from the 2016 environment I believe we would need the 3rd party to provide a 2016 solution file.

I am with Goutam on this.
If you do a Backup-Restore of the database and use the import Organization feature in your new environment, or do an in-place upgrade, you should not have the need to get a new version of the managed solution.

I don't think you need managed solution if you follow the migration procedures provided by MS.
