when i open Report Writer and press import and select any Reports.dic file to import reports GP closed, i create new Reports.dic file but still same error.

You don't have to import Reports.dic file, Export your all reports from --Tools-->Customize-->Customization Maintenance system will create package file for you to import than you can import that package file to individual computer.
I will suggest you to keep your "Reports.dic" (Tools-->Setup-->System--Edit Launch File) file on server this will help you to maintain all reports and once you changed / add new report on server all user will get updated reports, no need to go individual machine and do imports.
