Conditions for publishing an extension

Hello,
My company is considering to develop an extension for Pricing for Dynamics 365 Commerce.
That extension should be used to integrate with our SaaS that we published on Microsoft Azure Marketplace and AppSource.
We are a member of Microsoft Partner Network, but are not official Dynamics 365 implementer.
Can we publish that extension under these conditions?
