RMS TableSync downloads every record every time

I have a table in HQ with around 400 records set to download to stores in the table "TableSync". Every time a 401 is run every record is updated according to the HQ client log. Is this a bug in RMS or is the table configuration wrong?

I have an ID field with Identity attribute at HQ and stores, and also an HQID field without any special attributes. I have a DBTimeStamp field with Timestamp datatype. I have no options set in TableSync.

Is there anything else the table needs? Anything different?
