I created an entity form the admin account and published it, I was able to see it under the service tabs, like I selected while creating the entity, but the same is not visible to the non-admin accounts in UI.

in the user form there is a ribbon button “manage security roles” if you click it will open a popup with the list of the security roles and the checked one are the one assigned to the user

you need to update the security roles of the users that should be able to access the entity.
You will find all the custom entities in the last tab of the security role.
