Workflow not displaying the latest version of registered plugin

I am having an issue where after I update a workflow activity, the latest version is not appearing in my workflow editor.  As you can see below, the plugin registration tool shows the version as 1.0.16.0 but inside the workflow it's showing 1.0.15.0.   

I have tried recycling IIS, CRM Services and even rebooted the server and nothing refreshes the version.  The only way I've gotten it to work is to delete the workflow section, delete the plugin, re-register the plugin and manually rebuild the workflow section.  I'm hoping there's an easier than manual rebuild.  Any suggestions are appreciated.    I am on-prem version 1612 (9.0.18.12).

    I should have put in my original post that I also tried that after seeing that as a suggestion in another forum post.  Thanks for replying
