Having trouble getting the purchase order wizard to bring up products that are out of stock. I have tried several set up options but I think I am just missing something small. Any ideas?

The way it is now when I try to do purchase order wizard it says data invalid when I get to the end. I have tried it with and with out departments assigned and if it doesnt fault out it doesnt have the proper re order information. Any Ideas?
Yes I have my levels set and many of them are well below the re order level.
