How to add Tax group and Item tax group in Tax calculation service?

Hi, I'm trying to setup Tax configuration by using Tax calculation service.

I realized that we cannot create new sales tax group and item sales tax group directly in D365 FO. We have to create via Tax calculation service to make the value showing in the list below.

Could you please guide me how to go to Tax calculation service and create new tax groups and item tax group?

What do you mean by this? "I realized that we cannot create new sales tax group and item sales tax group directly in D365 FO."

Are you not able to create new sales tax groups and item sales tax groups in F&O? It doesn't make sense to me. Please explain more.
