I am running low in accounts and would like to combine accounts with historical balance into GL accounts. How can I do that in GP 2013. Once the accounts have been combined/transferred balance into that particular account. Can I re-use the old accounts ?

You can combine multiple GL accounts into single new Account using PSTL. Please refer very good post by Heather on this.
