When I creating worksheet PO Planner from the headquarters. I selected the stores, Items and then the last stage Purchase Order Information Order method Order all Item at fixed quantity example Quantity-10 then Choose Supplier Selection - Order from LOWEST-COST SUPPLIER. after it generates it not choosing the lowest cost but mainly choosing the the first row define in the Item Cards-Supplier. But in store operation its okay. it choose the lowest one.
