How many Dynamics 365 Project Operations instances can we have in a tenant?

Hi All,
 
I want to have Dynamics 365 of multiple legal entities under a single tenant. Given that each legal entity will have it's own Production and 2 Sandbox environment combination?
How many Production and Sandbox instances can be created under 1 tenant?
Also, please advise on how the storage will be utilized (or added) for the first 20-users minimum licensing requirements?
