Yep, If you are able to execute client(RTC) on your machine then not to worry on this part. Simply navigate to Web Service, choose your Codeunit,Page,Query and then make Published as TRUE, you will automatically get your Odata/Soap Service URL.

I'm not quite sure if I understood your question properly. Please correct me if I'm wrong. You are trying to expose NAV data and some of the functionality to third party application as web service.
In that case it does not matter where your DB is stored as long as your NAV service is running. Web service requests are handled by NAV service and only the NAV service account will connect to DB. Any request comes through web service will be handled as a normal NAV request.
You do not have to worry about DB location or any other connectivity to DB.
