I need a client to set up an account for me on their BC system so I can create a Web Service Access Key and set-up some API endpoints.
This is solely to download data into a data warehouse. I do not want or need transactional access.
Is there a special type of account I can ask for? The client is wary of granting too much access and the accountants have no idea of account set-up.

A team member license will be fine - cheapest one. A user account has to be created in the Microsoft 365 admin centre. A BC license is assigned to the user account. Someone with access in BC to the users list then chooses to pull users from 365. When the new user appears open the user card and assign a web service access key with the available action. If this is for a SaaS client you need to consider that web service keys will no longer be an access point from 2022. It needs to be oAuth2 at that point.
