Purchase order PO lines validation of financial dimension

Is there are function that validates a PO (before you submit to PO workflow) if any of the lines have blank financial dimensions? Assuming account structure has been correctly configured.

Ex. If PO line's cost centre is blank, throw infolog that cost centre is blank and not allowed for the combination.

Unfortunately no, there is no such function which validate purchase orders before submitting the workflow.
But it will be check at the moment you will try to submit it and won't allow you to start workflow if the combination for finencial dimensions will not be correct:
