Migrated cloud CRM to 2015, cannot get any business logic to work in quick cases

I have some real simple business rules to make a few additional fields visible if a CaseType is complaint and the subject is Product.

CRM Online just rolled us to 2015 and I noticed that my cases business rule to set these fields to visible had to be activated.

The rule works fine in cases but not in quick cases. 

Editing the Case Quick Create form Business rules is no longer in the ribbon.

When I try to add any business rule to the field properties of any field in the Case Quick Create form  I cannot set the condition/actions and cannot save the rule.   I am presented with error on page.

I wonder if business rules are no longer allowed on quick forms.  They used to work in quick cases with 2013.

    What forms is your business rule enabled for (you can view on your list of business rules for that entity and if necessary change the scope under 'Scope' for each business rule)?  

    There are 3 options:

    1.  'Entity' (all forms, server-side),

    2. 'All forms'

    3. or just a specific form  

    If you choose 'All Forms' the business rule will only work on the Quick Create form if all the fields referenced by the business rule are on the form.

    As a first step, perhaps try changing the scope of 'Entity' and see if that works and take it from there.
