Hi.I want to know how to executing plugin(or program written by C# ) from ribbon-button of CRM2011.

You can execute plugin code using ribbon button event, create a JS web resource and add it to ribbon and in button click action function you can have a retrieve multiple call on dummy entity.
Create a plugin and register it on retrieve multiple event of that dummy entity to trigger.
JS retrieve multiple will internally trigger plugin retrieve multiple event registered on dummy entity.

Yes, you can get data in plugin. Pass filter condition from REST JS retrieve multiple. And in plugin you can this in context.inputparameter["Query"] as queryexpression. By using this information you can get related data through plugin.
