I signed up for a trial of Dynamics 365 Business Central directly through Microsoft (i.e. not on premise, my URL is company-domain-name.crm11.dynamics.com) so I can see what the API is like to work with.
The instructions to enable the API's for Dynamics 365 Business Central (see https://docs.microsoft.com/en-us/dynamics-nav/api-reference/v1.0/enabling-apis-for-dynamics-nav) lead me to install the Business Central Server Administration Tool (https://docs.microsoft.com/en-us/dynamics365/business-central/dev-itpro/administration/administration-tool), though I can't seem to get this without downloading on-premise (and this requires a PartnerSource account).
Is there another way to enable the API's on Dynamics 365 Business Central?
You can check this video. You will see how to access it while being in Beta status too :-)

In SaaS environment, APIs are enabled by default. Just call the correct url.
I cannot get to the screen in . When I search for users I get:
I cannot see any reference to a sandbox environment.
If it helps, I signed up with https://trials.dynamics.com/ selected Dynamics 365 Business Central
