Charging for professional services

We're working with a manufacturing firm, and they have a range of services they sell to the customer which they've included as a kitset in their previous system.

This includes services such as /Site Measure/ - which includes labour time and a freight cost. 
Clearly, I can't set these up as non-inventory items and include a BOM and Rout... (non-inventory items can't have boms, but can be included in BOMs)

What is the best way to set hits up in BC please? I don't think this fits Service Management or Jobs - that would add a totally new process for them to manage...
 
Another example of this is Warranties.
Currently, they use a warranty parent code, which includes a fee for testing and documentation, plus a warranty provision cost which is coded to a specific GL.
 
 
Can someone please let me know a good way to set this up, preferably using out of the box features.
 
Any advice would be much appreciated.

    You could set it up as an Assemble-to-Order Item.  This way it is "consumed" at time of shipping.  You can then list multiple service time activities in the "BOM", regardless of whether there are any actual Items.  The Assembly Order would get created automatically against the Sales Order.  The downside to this is there is no true tracking of time spent completing the activities or true time and material style billing.  Everything is basically fixed, but allows the client to bill for the services bundle.
