We have 4 user accounts as well as an admin account. Lately we have been getting a maximum users when not all 4 users are logged in. Is there a way to check what users are logged in to make sure nobody is logged in twice?

The user activity window can do the job just fine.Although, I would like to add up a bit more to the above.
It seems that you do have more than one GP company and the user could log in to more than one at a time, in case you want to prevent this once and for all, you can deploy a simple VBA code to check the number of activity record for this specific user and prevents its log in if already logged on another GP company
We have done this before and it works just fine

You can look in SQL by running the following script:
Select * from Dynamics..Activity
You can also check if you are in GP as SA by going to Microsoft Dynamics GP | Utilities | System | User Activity
