Does anyone know if it's possible using secruity roles, to make certain fields on a Quote line READ-ONLY?
So the user can add lines, and enter an item and QTY, but not change the price(s) ?

You can do that using security configuration form. Its available under system administration module.
Another option will be from visual studio where you can set the needed permission to manual on the control and add that control to the security role and set the property to read only.
One more option will be through personalization where you can right click the control and select Lock option.
Later you can import the personalization to the selected users.

Hi James,
You can override table and field permissions like mentioned by Girish. If the controls are bound to a database field, this would be the best approach. It can be managed via the security configuration, but also in Visual Studio as part of the security development.
For unbound controls, you can use the NeededPermission property which would most likely require an extension if this is not done yet.
