Hello , Re-open opportunity button in opportunity entity should only access by system admin. Can you please suggest how can i do this ? . As there is one way we can do this

1) Ribbon Workbench

any other way is there ?

Please create a enable JavaScript rule to enable disable the button. Ribbon workbench is used in this as it's simple than other ways possible.
