Can't open "Purchase Order Entry"

Nothing happen when click on "Purchase Order Entry" under "Transactions".  Go to "Tools ->Setup->Purchasing->Puchase Order Processing",  nothing pop up as the document described.  

Payable entry works fine. What should we do to enable "Purchase Order" feature?

    I would start by examining your security settings, although it's unusual that you can see the PO Entry menu item but can't open it.  Is this for one user or all users?

    Thanks for your suggest. here's the update

    this is what I did to solve the issue:

    1. Assign "accounting" role to 'sa" account (weird), then I got error message "Can not access this form because the dictionary containing it is not loaded" when click on the "Purchase order entry"

    2. Go to "Tools->setup->system->alternate/modified forms and reports", choose "Microsoft Dynamics GP" as dictionary for all purchase windows. Still got "Can not access this form..." error message.

    3. Go to "tools->utility->system->reconcile", select all and "Reconcile". \

    4. now, I can open "Purchase order entry".

    One more update, step 2 is not necessary. I switched back to "smart list" afterwards, no problem.

    Thanks NCX for the update.  BTW, I used the same fix for a window issue for a client today.  They were getting the "Can not access this form because the dictionary containing it is not loaded" on the Item Card, but 'sa' could open it.  Running Reconcile on the system tables resolved it.
