Does Dynamics 365 Commerce (180USD/user/month) capabilities to manage e-commerce store front?

We have a customer that has a department store and they are looking for an Application to manage their inventory and POS, they are also looking for an App to manage their e commerce website store front. Can Dynamics 365 commerce support this functionality or they are require to purchase the e commerce add on?

I don't think this is relate to the license. I suggest you check with Microsoft sales team for it.

they have to purchase the e commerce which is 5000 USD? to benefit from the site builder?

I think you can use CSS override to change the front.
