D365 purchase requisition workflow error: The activation condition for workflow , is not valid.

Hello I am having an activation issue in my workflow. We are using hot environment which is up to date from PROD. The requisition has site in header and line level, and the workflow was created header level by selecting "Purchase requisition review".
 
So in summary: purchase requisition header contains site 123 (for example) and line as well contains site 123, same site. Activation condition for the workflow is site=123. The workflow is "Organization-wide", and the version is active. This very same workflow is working in other environment, so we exported the version from there, then we imported it in Procurement and sourcing workflows form by pressing "import" button:
 
 
 
with button "create new workflow on version conflict" marked as yes. I also tried by creating a workflow, and then importing it as a version, same result. Then I realized it is happening in all legal entities for this environment.
 
What could be the issue here?
 
 
Maybe it worth to mention that I also realized that if I try to manually select the site instead of typing it, by using the 3 dots, I see a list of sites for selection, but only for 1 different legal entity which has multisite, but the site I need is not in the list (actually we have several legal entities and only 1 is displayed with its respective sub-sites). What could cause this? nevertheless, I realized the same happens in the environment where this is working, it seems the environment with the problem is not considering this condition at all.

    Is this the same behaviour in the environment where you created the workflow? I am pretty sure its because the site is not available in your environment.

    Hello Adis, actually yes, same behavior in all environments, I am not sure what makes a site to be visible and others are not visible. Maybe it is related to the multisite setup?, because the rest of the legal entities are not actual multisite, but all of them have one main site which correlates with the legal entity. 
     
    What I can say about this now is:
     
    -it is happening only in 1 environment, the rest of the environments are not affected, I tested other legal entities and the problem occur as well, it is like there is a disconnection between the workflow and the D365 database. InventSite exist in all legal entities. How can this be checked/solved? 
     
    -not finding sites after pressing the 3 dots, doesnt affect the activation of the workflow itself, because it works in other environments while I see the same behvaior, so it seems this is not the cause

    hello all, I have new info. I thought it was the environment itself, but today that workflow was imported to PROD and it caused massive issues as well, so it seems it is the workflow itself which caused this problem, this is at least what I can conclude, because both environments failed after importing the workflow. The question now is: how a workflow could cause that issue where the activation condition fails for all legal entities?, does anybody has any idea?

    Make sure that you have another Purchase Requisition approval workflow configured as "Default"?   If not, you need one.  If the condition activation is not met, one would assume that the default workflow would be used. 
     
    Is it possible that PurchaseRequisitions.Site was added by development; I dont see in my 10.0.44 Contoso environment which has all the configuration keys activated.  Suggest you try using PurchaseRequisition.Line.warehouse which is standard to see if you get the condition to work.  From there, you can assess whether the limitation of what seems to me to be an extension.

    A few questions:
    1. Because the activation condition is a simple one, have you turned off the "Set the conditions for running this workflow" flag and exported the workflow from the source system?
     
    Suggestions:
    You will have to inactivate the workflow, export the workflow and then activate the workflow post export. Under the Manage section -> select Version. The below mentioned screen will pop-up. Select Mark Inactive and the workflow will deactivated in the source environment. Reason is on exporting an active workflow, the active flag is enabled and the workflow fails to import in the destination system. Workflow are by default expected to be in an inactive state, the first time they are imported into an environment.
