Unable to bulk delete draft expense claims without creating myself as a delegate for each user?

Hello, I have a query where we would like to delete all draft expense claims that are over a month old, this is because they are just sat in the system without a use. 
However when I try to delete any draft expense claim I need delegate access.
 
Is there a way to bulk delete these without individually assigning myself the delegate of every user in the business?
