What security do you need for access to Table Finder?

I can access it from the Tools window, but not from every single window like I should be able to. 

We do have smartlist builder, so I am not sure what step I am missing.

    I am not seeing anything called Table Finder on my install of GP.  Is that a 3rd party product?
