Number of existing records in table "Company": 990

Tested with customer and developer license:
Customer License Permission Report Detailed file: Maximum No. of Companies......: 10000001
Developer License Permission Report Detailed file: Maximum No. of Companies......: 10000001

Try to create a new company:
Error: "Cannot create the new company because the maximum number of allowed companies has already been reached"

This to me sounds like a bug. I would submit a support ticket to Microsoft to resolve.

Back in the "old days" you needed a specific license granul for multi companies.

Maybe your license have been upgraded from way back and you still have that limitation in it?

Your partner should be able to check this for you.

Hi, As far as I know, there is no any limit on the number of companies in NAV and BC. I also recommend contacting your partner to solve this problem together.
