Only allow Admin to reopen Opportunities

We are currently running Dynamics CRM 2013.  I have been asked to only allow those with Admin privileges to reopen a closed opportunity.  I cannot find a security setting for this and it looks like most of my findings are an all or nothing (remove the tile or leave it) through the ribbon editor.  Is there a way within 2013 to lock it down to only allow Admins to choose this option?  I have read that there may be some coding that could be done in Java, but I don't have a background in that language so I would need a little more guidance if that is the case.

    What you would need to do is write some JS to interact with the command bar to hide the button for re-open on an opportunity.
