Recurrence for phone call activities is not available out of the box.
But, you can
First approach

Second approach - if you want to achieve exactly the same in Task.
1. Create a html page
2. Create a custom entity.
3. Create a button in Phone Call , open the html page that show the related field you created in custom entity.
4. Create a console application that run everyday to help you create the phone call record based on the criteria you set in custom entity
But it required a lots of efforts.
