My customer has legal entities in 2 countries and would like to implement BC "on premise" on 1 Tenant with the 2 localisations (Belgium and France).

Is this feasible? What are the risks, pros, cons ?

Not possible now, you can have a single localization on one tenant. You need to activate two different tenants.

OK thanks … I assume that it would be possible with custom development or even not?

With custom developments you can do what you want, so yes it could be possible to have a "mix of features" between two localizations. But a standard D365BC localization can actually be applied only on a single tenant and you can't have two companies on a single  tenant with different localizations.
