any different web role for clear cache from portal without administrator role?

i tried <yourportalurl>/_services/about but still it was not syncing data for me.
I restarted portal and it brings all the data of custom entity which was not coming before.
While doing developement, you can manually refresh cache in order to get updated data by hitting below mentioned URL:
<yourportalurl>/_services/about
For Example: learncrmportal.microsoftcrmportals.com/.../about
And click on 'Clear Cache'.
You must be having 'Administrator' Web Roles in order to perform this action.

i have enable tracking for custom entity, let see when it will sync data to portal
Thanks arpit for your guidance, i am also facing cache issue when i apply css in home page, i have added css on home page but it is taking too long to take effect.

I hope, you have Enabled Tracking for your custom entities.
I created a Opportunity, and its data synced within seconds, but for custom entity it is taking too much of time.
