Check Dynamics 365 road map:
"A one time release of Portals code will be released to the Microsoft Download Center under MIT license for developers to download.
This feature enables Portals to be deployed to Dynamics 365 online and on-premises environments, and allows developers to customize the code to suit their specific business needs."

We are trying to develop some automation and need to install portals also. This is for online.
You cannot install the Dynamics 365 Portals solution via code for Online.
For on-premise there is no support for the new community portal or the new portal solutions as it runs together with Azure and Microsoft does not support it for On-Premise.
For ADXStudio Portals Solutions you should use the installer to get a supported environment and you can find the guide here:

I am looking for Community Portal for both online & on-premise.
