Will Dynamics 365 commerce license work on device?

After licensing SCM as base license we noticed that it is much cheaper to license attach license which is 30 USD than device which is 75 USD.

our customer does not have reliable internet connection at their store so they will have to go with Modern POS on their POS device. My question is will the Dynamics 365 commerce license works on POS device?
