I am using a Mac running Safari 16.2.
The keyboard shortcut to invoke the Tell Me window is CTRL Option Q for a Mac. However, this shortcut does not work for me. Is there a setting that I need to change to get this to work?
Click Start, then head to Settings > System > Update & Security. Click Troubleshoot > Additional troubleshooters. Under Find and fix other problems, select Keyboard. Select Run the troubleshooter to start the scan.

is there a conflict with the app shortcuts of the browser or other standard apps?

You can not modify the shortcuts in Business Central so you will have to find a setting in your browser where you can unassign the browsers default shortcut for Ctrl+Q

I am running Safari 16.2 and there is not a shortcuts tab in Settings (this used to be called Preferences). I have checked Keyboard shortcuts in Settings/Keyboard/Keyboard Shortcuts and there are no conflicting shortcuts as far as I can see.
In business central, I don't have a Keyboard Shortcuts under Settings - see attached image
One other thing I should mention is that if I run Business Central in Brave, Ctrl Option Q works.

Here's how to check for and disable conflicting keyboard shortcuts in Safari:
