I am trying to export our NAV 2009 license file from the classic 2009 user interface. Unfortunately it's not possible while I'm receiving the following error' The system cannot find the file:\'Program Files\Microsoft Dynamics NAV\60\Classic\fin.ff.' (translated from Dutch to English).

Exporting of license file will not export license from server, it just take the fin.flf from the local client folder, and it looks like you do not have one. It is not needed to start the client.There is no standard way how to export the license which is saved on the server because security...
