I have a new user on my desktop and I need to give him access to GP Dynamics. As it is already installed on the computer how do I get the program to recognize him and get hte shortcut link on his desktop?

The user will need to be added within GP's security settings located under the Administration area. The user will first need to be created under Administration > Setup > User. Company access granted under Administration > Setup > User Access. Company security setup under Administration > Setup > User Security.

A desktop icon can be setup by going to the Start menu > All Programs > Microsoft Dynamics > GP. Right-click the Dynamics banner, drag to desktop, and select "Create Shortcut Here".
